Local Legislative Accomplishments

 

Barnstable

    • Senator O’Leary sponsored this home-rule petition for the Town of Barnstable.  This bill would allow the municipal council or Board of Selectmen within the respective towns to allow the Barnstable County Commission to assume all powers to operate the Community Septic Management Program. This legislation is now law under Chapter 35 of the Acts of 2006.
    • Senator O’Leary co-sponsored this home-rule petition to assist in resolving a problem with a number of appropriation and loan orders which were adopted by the Barnstable Town Council in 2003.  This legislation is now law under Chapter 107 of the Acts of 2006.
    • Senator O’Leary sponsored this legislation to assist the Town of Barnstable in acquiring the historical tract of land located at 225 South Street, Hyannis, also known as the Hyannis National Guard Armory, while further clarifying the right of reverter created in a deed between the Town and the Commonwealth in 1956.  Passage of this legislation would allow the town to reclaim this parcel for municipal purposes.  This legislation is now law under Chapter 265 of the Acts of 2006. 

 

Brewster

    • Senator O’Leary was a co-sponsor of this legislation to allow the Town of Brewster to create a special fund to be expended upon affordable housing programs and projects under the jurisdiction of the Town.  This legislation is now law under Chapter 16 of the Acts of 2006. 

 

Dennis

    • Senator O’Leary was a co-sponsor of this legislation to allow the Town of Dennis to create a Beach Capital Improvement Fund, into which $2 of the fee collected from the sale of each daily parking sticker will be deposited, to be used for beach related capital improvement and increased accessibility.  This legislation is now law under Chapter 82 of the Acts of 2005.

 

Eastham

    • Senator O’Leary was a co-sponsor of this legislation to alter the Charter of the Town of Eastham to extend the term of the town moderator from one year to three years.  This legislation is now law under Chapter 17 of the Acts of 2006.

 

Harwich

    • Senator O’Leary is a co-sponsor of this legislation which allows the Town of Harwich to make minor housekeeping changes to its Town Charter.  This legislation is now law under Chapter 18 of the Acts of 2006.  

Martha’s Vineyard

    • Senator O’Leary was a co-sponsor of this legislation to allow the YMCA of Martha’s Vineyard, Inc. to lease land adjacent to the Martha’s Vineyard Regional High School for the purposes of constructing and maintaining a community recreational facility for the citizens of Martha’s Vineyard. This bill is now law under Chapter 178 of the Acts of 2006. 

 

Mashpee

    • Senator O’Leary was a co-sponsor of this home-rule which facilitates a land transfer between the State (DEM) and the Town of Mashpee without cost to the Commonwealth.  This bill is now law under Chapter 229 of the Acts of 2006.
    • Senator O’Leary was a co-sponsor of this home-rule petition to grant an easement for a parcel of conservation- agricultural land to the Army Corp. of Engineers for the purpose of investigating the environmental effects of a fuel spill which occurred on the Massachusetts Military Reservation and conduction the necessary remediation activities with respect to the spill.  This legislation is now law under Chapter 83 of the Acts of 2006.

 

Nantucket

    • Senator O’Leary sponsored this home-rule petition on behalf of the Town of Nantucket to allow the Town to increase the exemption from the Nantucket Land Bank fee for first time home buyers from $200,000 to $400,000.  This bill is now law under Chapter 130 of the Acts of 2006.

Provincetown

    • Senator O’Leary is the co-sponsor of this home-rule petition which amends the Town Charter to facilitate Provincetown’s ability to set their property tax rate and establish a paid assessor position on the local board of assessors, and remove term limits for volunteer members.  This legislation is now law under Chapter 14 of the Acts of 2006.
    • Senator O’Leary is the co-sponsor of this legislation to allow the Town of Provincetown to make housekeeping amendments to the Town’s Charter, recognizing that the Historical Commission is no longer a regulatory board of the Town.  This bill is now law under Chapter 232 of the Acts of 2006.
